When connecting you might be required, depending on the API, to pass in the proper port for the protocol and purpose of your application.

Photon Server

For Photon Server, PhotonControl will open the Windows Firewall. Make sure all firewalls and routers in your network and for other OSes are setup to pass on the required ports as needs be.
